Is there a cap at hp so that eventually you will lose enough health to gain the most optimal firerrate and reload speed? Or does it still scale, even when you are down to 1 hp?

Playing as scout I try to flank my enemies. My biggest problem is turrets. I cant get close enough to take them out with a scattergun, but I cannot ignore them as they kill me so quickly. What should I be doing about these turrets that block my path as a scout?
When practicing jumps in Team Fortress 2, I’d really like to be able to measure both the height and length of my jumps, as well as the distance between two points on the map. Is there a way in the Source engine to measure distance? Units are largely irrelevant, so long as it’s consistent.
I’ve recently noticed that people have been referencing the Gunslinger’s mini-sentry with the fact that it regenerates HP. What is this regeneration of HP?
